Lomond View School Community Council Rules of Order and Procedure

1. Process for Electing the School Community Council:

  • The School Community Council is composed of the principal, school employee members, and parent members.
  • Membership: The council will consist of 4 parent members and 2 school employee members, including the principal. This ensures compliance with 53G-7-1202.
  • Staggered Terms: Half of the council seats will be up for election each year to ensure staggered terms. Two parent members and one school employee will be elected in even years, while the remaining two parent members and one school employee will be elected in odd years.
  • Election Process: Elections will be held in the fall and completed by September 15. Parents of students attending Lomond View may vote in the election. In the event of a tie, the principal will flip a coin to determine the outcome.
  • Election of Officers: The council will elect a chair (who must be a parent) and a vice-chair (who may be a parent or a school employee) during the first council meeting after elections.

2. Membership:

  • The School Community Council will have 4 parent members and 2 school employee members, including the principal.
  • Membership terms are staggered to ensure continuity, with half of the seats open for election in even years and the other half in odd years.
    • The 2024-25 Community Council consists of 7 parent members and 4 school employees, which exceeds the recommended size for an elementary school (4 parent members and 2 school employees). While we will maintain this current structure for the remainder of the year, future councils will follow a more standard composition.
    • Starting with the 2025-26 school year, elections will be held for only 2 parent members, even though the terms of 3 parent members will expire. This adjustment is intended to bring the council closer to the recommended size. Additionally, we will elect the appropriate number of school employees to ensure that the parent members continue to outnumber school employees by at least two members.
    • By the 2026-27 school year, we will transition to a 6-member council consisting of 4 parent members and 2 school employees, including the principal.

3. Staggered Terms:

  • Even Years: Two parent members and one school employee will be elected.
  • Odd Years: Two parent members and one school employee will be elected.

This ensures half of the seats are open each year to maintain continuity and provide opportunities for new members to join the council.

4. Election of Officers:

  • Chair: The chairperson must be a parent member and is elected by the council during the first meeting following the elections each year.
  • Vice-Chair: The vice-chair may be a parent or school employee and is elected in the same manner as the chair.
  • The chair is responsible for leading meetings, making assignments, and requesting reports. The vice-chair leads in the chair’s absence.

5. Member Removal:

  • A council member may be removed if they move away or fail to attend two meetings without prior notice and/or without valid reason.
  • After two absences, the chair will notify the member and the council will declare the seat vacant.

6. Filling Vacancies:

  • In the event of a vacancy during the year, the remaining parent members will appoint a replacement to fill the unexpired term.

7. Conflicts of Interest:

  • Council members must disclose any conflicts of interest as required by the local governing board's policies.
  • The disclosure process will follow the guidelines set by the school district to ensure transparency and maintain the council's integrity.

8. Accountability and Integrity:

  • Council members are expected to act with integrity, accountability, and in the best interest of Lomond View’s students. All members will hold each other accountable for their actions and decisions on the council.

9. Quorum for Voting:

  • A quorum, which is the majority of council members, is required for the council to vote on any decisions.

10. Meeting Procedures:

  • Meetings will follow simplified parliamentary procedures as required by 53G-7-1203(10).
  • Actions of the council will be taken through motions and votes, with all votes and motions recorded in the minutes.

Simplified Parliamentary Procedure

  1. Call to Order:
    The chairperson begins the meeting by stating, "This meeting is called to order."
  2. Roll Call:
    The secretary will take attendance, noting who is present and absent.
  3. Approval of Previous Meeting Minutes:
    • The chair asks if there are any corrections to the minutes of the last meeting.
    • If there are no corrections, a member moves to approve the minutes: "I move to approve the minutes."
    • A second is needed: "I second the motion."
    • The council votes by voice: "All in favor say 'Aye'; all opposed say 'No.'"
    • The chair announces whether the minutes are approved or not.
  4. Agenda Items:
    • The chair presents the agenda for discussion, moving through each item.
    • For each item, discussion happens first, followed by any motions.
  5. Making a Motion:
    • Any member may make a motion to propose action: "I move that we [state action]."
    • Another member must second the motion: "I second the motion."
    • The chair then asks for any further discussion on the motion.
  6. Voting on a Motion:
    • After discussion, the chair calls for a vote: "All in favor of [stating the motion], say 'Aye'; all opposed, say 'No.'"
    • The chair announces the result of the vote (whether the motion passes or fails).
  7. Public Comments (if applicable):
    • Time is allocated for public comments, with each speaker limited to a set time (e.g., 2 minutes).
  8. New Business:
    • Any new topics not on the agenda can be introduced for discussion or future meetings.
  9. Adjournment:
    • When all business is concluded, a member can move to adjourn: "I move to adjourn the meeting."
    • A second is required: "I second the motion."
    • The chair calls for a vote, and if passed, the meeting is adjourned: "This meeting is adjourned."
